WATER SERVICE LINE INVENTORY POTHOLING

City of Ishpeming (Owner) is requesting Bids for the construction of the following Project:

Water Service Line Inventory Potholing

Bids for the construction of the Project will be received at the Ishpeming City Hall located at 100 E. Division St., Ishpeming, Michigan 49849, until Wednesday, April 3rd, 2024 at 1:00 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Utility pot holing via vacuum extraction for purposes of determining water service material types on the house and street sides of the existing curb stops, as well as determination of the material type at the water main for a random sampling of water service throughout the City of Ishpeming service area.

Bids are requested for the following single prime Contract: City of Ishpeming Water Service Line Inventory Potholing

OBTAINING THE BIDDING DOCUMENTS

The Issuing Office for the Bidding Documents is: U.P. Engineers & Architects, Inc., 424 S. Pine Street, Ishpeming, MI 49849, (906) 485-1011, Kevin Nancarrow, P.E., knancarrow@upea.com

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 AM – 4:00 PM Eastern time, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Bidding documents also may be examined at the following Builder Exchanges: Delta County, Iron Mountain, Marquette, Lansing, McGraw -Hill Dodge, and Construction Association of Michigan; and Builder Exchanges are authorized to share the contract documents with other exchanges.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a $100.00 non-refundable handling fee for each set of contract documents. Alternatively, bidding documents are available as portable document format [PDF] files for a non-refundable charge of $50.00. Make deposit checks for Bidding Documents payable to U.P. Engineers & Architects, Inc.

Bid security shall be furnished in accordance with the Instructions to Bidders. The Bid Bond or certified check payable to Owner shall be in an amount no less than 5% of the maximum bid as a guarantee, that if the Bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds, and Insurance Certification, as required by the Contract Documents within (10) days after the Notice of Award.

The Owner reserves the right to waive any informality or to reject any or all bids.

INSTRUCTIONS TO BIDDERS

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

PREBID CONFERENCE

There will NOT be a mandatory prebid meeting for this project. All bidder inquiries are to be directed in writing via email to knancarrow@upea.com. Prebid correspondence will be accepted until Friday, March 7th 2024 at 1:00 PM eastern time zone, at which time a prebid Q&A summary narrative will be compiled and distributed to all interested bidders and exchanges. To ensure you receive this summary, please provide an email request to knancarrow@upea.com.

 GOVERNMENT FUNDING

 Financing for this project is being provided by the State of Michigan Department of Environment, Great Lakes, and Energy (EGLE) Drinking Water Asset Management (DWAM) Grant.  EGLE may, therefore, require approval by its representatives of all Contracts, attachments, and similar documents, all partial and final payments, and all change orders. Davis Bacon wage rates are required for this project.
